In a new report, the consulting firm analyzed the potential economic effects of continued investment in 4G network technology, which is likely going to be dominated by LTE in the years ahead.

However, the firm said there are a range of possible outcomes, depending on how much is invested. Deloitte said the $25 billion investment figure assumes a baseline scenario in which U.S. 4G deployment proceeds at a moderate pace and the transition from 3G to 4G networks extends to the middle of the decade. The firm said that under these conditions, U.S. companies will be vulnerable to losing out to foreign competitors who aggressively deploy 4G networks abroad.

On the other hand, the $53 billion figure at the high end of the invest scale assumes a scenario in which U.S. carriers invest more rapidly in 4G networks, before foreign competitors gain market traction. Deloitte said the demand stimulated by new 4G offerings would justify more network investment and will lead to a “virtuous cycle” of growth and investment.

Deloitte said rapid 4G adoption could help catalyze growth in cloud computing. Additionally, 4G adoption will help minority groups, rural communities and localities with limited access to full broadband connectivity, as well as some small businesses.

Verizon Wireless’ (NYSE:VZ) LTE network now covers more than half of the U.S. population, and Verizon expects to cover its entire 3G footprint with LTE by the end of 2013. Verizon’s LTE deployment is the world’s most aggressive, but AT&T Mobility (NYSE:T) plans to catch up quickly. AT&T is poised to launch its LTE network later this summer in Atlanta, Chicago, Dallas, Houston and San Antonio. The company expects to deploy LTE across 70 million POPs in 15 markets by year-end, and also plans to complete its LTE deployment by the end of 2013. Part of AT&T’s proposed $39 billion acquisition of T-Mobile USA will involve AT&T using T-Mobile’s 1700 MHz AWS spectrum to deploy LTE.

Sprint Nextel (NYSE:S), meanwhile, continues to resell Clearwire’s (NASDAQ:CLWR) mobile WiMAX service under the Sprint 4G brand in 71 markets. Clearwire’s network covers around 130 million POPs.

The operator will offer dual-mode devices that incorporate both LTE and its faster 3G technology known as HSPA+. The operator has yet to launch LTE services but plans to roll out networks in Chicago, Atlanta, Dallas, Houston and San Antonio later this year. By the end of 2011, AT&T intends to expand LTE services to 15 markets, which it says will cover 70 million Americans. Customers outside the 4G coverage area will default to the HSPA+ network.

AT&T will be selling the USBConnect Momentum 4G modem and the AT&T Mobile Hotspot Elevate 4G. The devices will be available for $49.99 and $69.99, respectively, with a two-year contract after a $50 mail-in rebate. The operator plans to charge $50 per month for 5GB and $10 for each additional gigabyte that goes over that allotment. This pricing is similar to AT&T’s current pricing on its HSPA+ network. On Aug. 26, AT&T will also upgrade the HSPA+ USBConnect Adrenaline to LTE via an over-the-air update.

Verizon (NYSE: VZ), meanwhile, now has LTE service live in more than 100 markets and will expand to 175 markets covering 185 million POPs by year-end. Verizon charges $30 for 2GB, $50 for 5GB and $80 for 10GB on its LTE network, for both data-only devices and smartphones. Verizon sold 1.2 million LTE devices in the second quarter, up from 500,000 in the first quarter.

Amazon’s move reflects the ongoing adoption of public cloud services by government entities, including the U.S. Treasury’s Recovery Accountability and Transparency board, which hosts Recovery.gov and Treasury.gov on AWS, as well as NASA’s Jet Propulsion Laboratory, which processes telemetry data and high-resolution images on an array of EC2 cluster compute instances.

The announcement also addresses key compliance regulation issues related to the storage of sensitive data:

Previously, government agencies with data subject to compliance regulations such as the International Traffic in Arms Regulations (ITAR), which governs how organizations manage and store defense-related data, were unable to process and store data in the cloud that the federal government mandated be accessible only by U.S. persons.

Because AWS GovCloud is physically and logically accessible by U.S. persons only (the actual instances reside within an AWS virtual private cloud), government agencies can now manage more heavily regulated data in AWS while remaining compliant with strict federal requirements.

The new Region offers the same high level of security as other AWS Regions, and supports existing AWS security controls and certifications such as FISMA, FIPS 140-2 compliant end points, SAS-70, ISO 27001, and PCI DSS Level 1. AWS also provides an environment that enables agencies to comply with HIPAA regulations.

Beyond the offering itself, what AWS is proving is that even the most sensitive data and workloads no longer have to be kept behind the firewall or in private data centers.

And, perhaps more interesting than the offering, is seeing AWS leave every other provider in the dust not just in terms of technical innovation but also in the business of cloud services. Who would have guessed that a bookstore would pave the way for how we use computing resources.

The acquisition of Motorola Mobility, already a dedicated Android partner, will help Google compete in the mobile computing market, Google CEO Larry Page said during a conference call this morning. He said he’d spoken to the top five Android licensees and “they all showed enthusiastic support for the deal.” He said Android will remain an open platform.

“Motorola will remain a licensee of Android and Android will remain open,” he said. “We will run Motorola as a separate business. Many hardware partners have contributed to Android’s success and we look forward to continuing to work with all of them to deliver outstanding user experiences.”

Page called the two companies a “natural fit.”

“Together, we will create amazing user experiences that supercharge the entire Android ecosystem for the benefit of consumers, partners and developers,” he said. “Motorola is poised for tremendous growth.”

Sanjay Jha, CEO of Motorola Mobility, said the relationship between the two companies has been a strong one.

“We committed to Android in 2008 and the results speak for themselves,” he said during the call. “This transaction offers significant value for Motorola Mobility’s stockholders and provides compelling new opportunities for our employees, customers, and partners around the world. We have shared a productive partnership with Google to advance the Android platform, and now through this combination we will be able to do even more to innovate and deliver outstanding mobility solutions across our mobile devices and home businesses.”

Page also said the deal will help Google push innovation in the home devices and video solutions business.

A major aspect of the acquisition is that it gives Google access to Motorola Mobility’s patent portfolio.

“We recently explained how companies including Microsoft and Apple are banding together in anti-competitive patent attacks on Android,” Page said. “The U.S. Department of Justice had to intervene in the results of one recent patent auction to ‘protect competition and innovation in the open source software community’ and it is currently looking into the results of the Nortel auction.”

“Our acquisition of Motorola will increase competition by strengthening Google’s patent portfolio, which will enable us to better protect Android from anti-competitive threats from Microsoft, Apple and other companies.”

Google said it expects the deal to close early in 2012, but acknowledged that, given the size of the deal, approval from regulatory bodies in the U.S. and Europe would be needed. During the conference call, Google’s chief legal officer, David Drummond, said the companies are confident the deal would be approved.

But apparently, Cheryl Gray, a 50-year-old woman from Michigan, doesn’t. She is suing former flame Wylie Iwan, a 35-year-old Applebee’s employee from Washington, for “misrepresentation, promissory estoppel, defamation of character, and intentional infliction of emotional distress,” reports CNET.

A game of Mafia Wars brought the two together. They started out as friends, but their relationship blossomed into a real-life love affair with the pair spending hours a day online chatting, Gray told the Tri-City Herald. She claims she showered Iwan with gifts and bought tickets to fly out to Seattle to see him.

But their relationship was short-lived and turned ugly after Iwan told Gray he met someone else. The two have had a series of exchanges on Facebook, with each posting “nasty things” about the other, including money Gray thinks she’s entitled to for the things she had given Iwan, plus that Seattle trip she never took that cost her $956.88.

Gray is now taking legal action for the emotional distress this Facebook relationship is causing her and asking for $8,386.88 in return.
